Proper Stock to Action Tension or Fit?

I have just received back from Bell and Carlson, my stock for my Rem 700.  I have read that the stock screws should be tightened to 65 ft lbs. of torque and that the front action screw should be tightened all the way first.  Is this correct?  Also, do I go and get a standard torque wrench and fit it with the appropriate bit for the job?

 You will need a inch pound torque wrench not a foot pounds wrench. You may need an extension to clear the trigger guard. The 65 inch lbs. is Max. for those screws.  Tighten the front screw more than the rear. I would tighten them each a little at a time to keep them from binding. I would start around 40 on the front, 25 or 30 on the rear and shoot and adjust until you find out which combo works for your gun. Take the wrench with you to the range and shoot and tighten, keeping notes so that you can duplicate the setting.
