To prevent Trump from sending in federal law enforcement officers, and national guard troops to fight violent crime. The order also prevents Chicago police officers from assisting ICE agents arresting illegal aliens.
Last weekend, 5 killed, and 25 wounded in Chicago. But they don't have a crime problem.

It won't stop the ICE agents or national guard, but it will hamper their efforts as the police department has been ordered not to assist in any way.

Yeah, you can't use the military to perform LE actions.  But, can you use them to protect LE while they are doing their job?
