   ...But this seems to be a strange outcome to this road rage episode, which took place in Frisco, TX..  Video was recorded by a third, unrelated
      party..who was a witness to the entire event, along with many other shoppers.

   No charges for either driver !  Seems a bit off to me, but here is the police explanation;

  Guess not !   I don't see where the Frisco police are performing well at all...and they are nowhere near Uvalde..   :D  ;D

Can't say about Texas, but here in Iowa, if it happens on private property, it's outside police jurisdiction, unless the store or property manager gives law enforcement permission to cite someone.
That being said, LEO response indicates that both parties agreed to insurance info exchange and let it go at that.  Foolish move on the guy's part.  I view it as destruction of private property or possibly criminal mischief.  Had the store manager authorized LEO to do anything, it could have been leaving the scene, and she would have been 100% at fault.
Me, I'd have been VERY tempted to put about 3 rounds into her car engine.

 While I don't fully know about how private property affects traffic laws, but at least here in NY, local police will ticket abusers of handicap parking
     spaces.

 ..And of course, any disturbance, fight, theft, robbery or etc., is handled by LEOs..
