Reagan did it to the "Soviet Union" in Afghanistan, then China and Russia, did it to the United States in Iraq, and Afghanistan, and now the United States is doing it to Russia in the Ukraine.

That is pretty much the gist of it, we had aircraft called wild weasels that would get intentionally tracked by enemy radar.  They would then fire a HARM, high speed anti radiation missile,  taking out the air defense radars.
