Looks to me like California are trying to bring the thin end of the wedge in on gun laws and legal ownership.
It only took 2 steps in the U.K to remove legally held weapons from licensed owners:
1) 1987 mass shooting in Hungerford England, we lost the right to use and own semi automatic rifles.
2) 1996 mass shooting in Dunblane Scotland, all hand guns banned, no legal way to own a licensed hand gun.
All UK guns are licensed so it was easy to confiscate all legally owned weapons.
Restrictions now mean that all Guns are licensed, a criminal record and mental health check are required before an application for a licence is considered.
Shotguns can be owned on a section 2 firearms licence, but only up to 3 shot.
Hunting rifles and shotguns over 3 shots are a section 1 firearms licence, you must have proof of the need to use a rifle for Vermin control or competition, limit to the amount of amunition you can own, every additional rifle you wish to buy you must apply for permission to buy the gun and prove that you require to use it, limit to the number of rifles you can own.

It is now easier to illegally own a weapon than it is to get a licence and own one legally.
Gang related shootings in the UK are still happening with handguns and semi / fully auto weapons, preventing legally owned guns does not stop criminal access to guns!
You must fight against this legislative breach of your right to own weapons, the NRA is the voice of Gun owners across the USA and should be used as such to prevent your gun laws from becoming like ours!
