Water that had risen six feet high hadn't completely drained away from the streets of Coney Island in Brooklyn, N.Y., yet looters had already rifled through the remains of vulnerable shops on Mermaid Avenue.
At about 8 a.m. on Tuesday, workers arrived at Mega Aid Pharmacy to find that not only had Hurricane Sandy obliterated the building's interior the night before, but thieves had broken in and gone through more than 10,000 pharmaceutical items. Most of the stolen goods were prescription meds.
"The water went away and these people started walking down the streets and just robbed stores," a frustrated worker at the pharmacy, who wished to remain anonymous, told HuffPost Crime.
 
He and the pharmacy's manager, 27-year-old Stan Gutkin, looked at their shop in disbelief that afternoon as workers carried out salvageable supplies.
"I don't even know what it's going to take until we're operational," Gutkin said. "This breaks the business. I don't even know where to start."
Their story was just one of many on Mermaid Avenue, one of only a few streets in Coney Island on Tuesday teeming with people -- and officers. Locals said that the police presence in the neighborhood came after looters stole from banks, pharmacies and other shops with valuables.
It's a crime that can almost be expected after a disaster. As Hurricane Irene pummeled the Atlantic Coast last year, looting was so prevalent that truTV put together a security footage slideshow of the crime. Shortly after Hurricane Katrina, New Orleans was plagued with looting and violent attacks, The New York Times reported.
Solid numbers aren't yet available for New York City crimes connected to the superstorm. The 60th Precinct, which covers Coney Island, was evacuated and subsequently flooded on Monday night. Though several officers couldn't say definitively whether there had been reports of looting or other crimes in the area, many were quick to tell onlookers to go home.
"It's getting dark, and it's real dangerous out here -- that's why there's a cop on every block," one NYPD officer told HuffPost Crime. "You could get your stuff stolen."
Nearby, at a city housing project called Ocean Towers, a fight broke out in front of reporters and cops. Two women threw haymakers at one another as residents -- all still without power -- stared and yelled from their windows. Other people threw unidentified objects from their windows at officers, who swarmed in to break up the fistfight.
Dena Wells, 39, a resident of Ocean Towers, had had enough after watching the melee.
"People are turning on each other -- they're attacking each other," she said, shaking her head. "Even when there's no disaster, this building is disastrous. But after the hurricane, it just got crazy.
"We have to get out of here."

I dont think there was one documented case of looting and fighting in japan after they got hit by their earthquake.  Alot can be learned by us from that incident..... :( :(

My all time favorite response to looters was the Korean shop owners in LA during the rodney king riots. They took things into their own hands when it became clear that the cops were wothless, and they won the fear of the looters and the admiration of millions.

I'm afraid this will be nation-wide when obama loses the election.  so the looting up there might make some people wake up and be prepared to defend their property next wednesday.

There was no looting in Tuscaloosa, AL after the 1 mile wide tornato devistated the area, and a lot of the destroyed areas were in poor black areas.   I didn't hear of looting in the Iowa flooding a year or two after Katrina.  Smaller towns and rural areas seem to have more respect.  Also, Alabama has CC laws and castle laws, so not too many are stupid enough to try anything.  Disarm the people and you see what happens.

I believe that is a very accurate statement.  It's kind of hard to loot the farmer down the road that has taken it on his own accord to plow everybody's driveways out in the winter for free...without even asking for one red cent.  Or the next door neighbor I had that came over post tornado a couple of years ago with chansaw in hand ready to cut up the tree that was laying in my driveway.  No, you get your but out there, clear your diveway, grab your chainsaw and move onto the next house with that neighbor to help out rthe next neighbor in need of assistance.
 
BTW, that farmer that plows out the driveways, he gets some serious gift baskets from all of us at christmas time.  SERIOUS gift baskets.  I swear, that dude is so old that death is sitting on his front door step and he keeps going like he is 20.  Death justs sits there shaking his head, knowing he is wasting his time trying to collect that man.  LOL

Surely an element of respect, but also very high cost of getting caught. I know of more than one thief who was so disgraced he had to leave town.

Maybe 5 min later, same cop, in a calm voice telling dispatch that after his plea for help several truck and car loads of citizens showed up to help and several looters were in custody. Dispatch says, are these citizens armed. He said YES SIR, and very well. POWDERMAN.  ;D ;D

We had the same thing happen here but it wasn't because of a disaster. Out in the country near some ranch houses on their land, some undocumented people in a large number set up a cock fighting arena with very loud music , drinking , fighting , the usual. The ranchers called the Sheriff about it so they sent out a lone deputy to break it up. Outnumbered the deputy was screaming on his radio for help.

As they surrounded him and were pushing him to the ground where they then proceeded to kick him.
A lot of people heard this on their scanners, and the story goes that a large civilian army showed up armed to the teeth. 16 arrest were made for assaulting a police officer ,for running an illegal gambling operation, and for trespassing on private property. But the perpetrators still played the race card when it went to court so the charges were dismissed. 

But even then it is to be noted that half of those who showed up to help were Hispanic ranch hands who worked on some of the surrounding ranches.  But I guess their testimony didn't count because they were Americans who paid taxes.

I don't see any reason why a LEO under those circumstances is not totally authorized to use his sidearm.
