I would have to say that congress would probably always be the dumber of any two entities

I don't know about using dumb to describe King or Congress!
They both appear to be good at getting what they want! We don't have King around to compare to anymore. I guess Jess or Bro Al will fill in for him.

If the question was.........Who's dumber Congress, King or the average American voter? I think I know who would win hands down! ;)

Since Congress and any other influential organization is controlled by foreign/global interests the question becomes moot.
