I imagine you really mean the action/receiver screws.
On a typical bolt action, the front screw should be down tight, not crushing tight, like a headbolt on a Chev 350, but tight.
The rear screw should be brought up snug, then a tad more.
Many stocks have a pillar in the wood to maintain the distance. Get the feel for what Ive said above and it will be repeatable without use of a torque wrench.
