 Dip or dye? Either one needs to have the chains cleaned of factory oils and grease.
 If you are using dye--chains must be allowed to take on a light coating of rust(for the dye to adhere to) If using a dip--chains do not need to be rusted.

What I do to  new chains is soak them in a 50/50 water/ vinegar solution for a few days
