My Tikka m695 Mag has a plastic piece mounted to the bottom of the barrel that seems to be associated with the bedding of the rilfe. I'm interested in bedding the rifle and wonder if that piece should be removed or glued in place (currently it rotates freely around the mounting shim on the barrel belly). I'm hoping to improve accuracy somewhat (although it already shoots right around MOA).

My Tikka is free floated (M595 in 243).  Did not know they came any other way?

Are speaking about the recoil lug.  The Tikka's is seperate from the metal work..  You say it rotates around barrel shim?  On the underside of the barrel.  The rifle needs a recoil lug.  It is in this case a seperate piece..I would bed it into the action bedding.  Whether the barrel is free floated is a matter of preference.  I usually try free first but in a synthetic stock the main reason for free floating a barrel is mute.  I would do whatever shoots the best..  usually a bit of pressure.

Ya, it's the recoil lug. I know it is free floated but I figure bedding the action would probably make it shoot better.

On rifles with seperate lugs like this I'd fix the lug to the center of the recess in the action , then bed the action only.  The barrel reinforce(the first couple of inches of the barrel, is normally bedded with the action..   And in this instance I'd bed the lug itself on all sides, and the bottom..

On my M695 7RM, the recoil lug (for wood stocks) is a seperate "L" shaped piece of metal that does fit exactly to the bottom of the action.  This piece then fits nicely into a carved out area in the stock.  Nice snug fit with no movement.  
On the synthetic stocks, this "recoil lug" is factory imbedded into the stock.  The action just bolts right to it.

A recent 7 RM load that I tried gave very good results (about 0.4" 3 shot group).  It was:   175 grn Nosler Partition
                          63.0 of IMR 4350
                          CCI 250
                          R-P brass (already fired in this tikka)
                          bullet Ogive at 2.70" with a stoney point
Of course, please work up to this load, but it is under most books maximum.

With the above load, my M695 did not require any bedding.
