First let me Welcome you to Graybeard Outdoors. The best forum on the net for hunters/shooters going today, my opinion. Now to your question. You want to hunt deer, possibly bear and do target shooting at somewhat longer ranges, right? Assuming that the ranges you are going to be shooting game at is about the same as the targets you want to shoot I would go with cartridge something like the 7mm-08 or .308 as both are very accurate and have plenty of punch for deer and Black Bear. I picked these two cartridges due to both being popular at silhouette matches and the ease of reloading and ammo availability. As for the rifle, it all depends on what your pocket can afford. You can get a very accurate Savage from $350.00 to a custom job that could set you back thousands. "easily modifiable" fits many such as the before mentioned Savage, Ruger, Remington, Winchester, etc. to a good 98 Mauser.
