That is the topic on lots of threads here and on the rifle forum.  I would say no, others would say yes.  The parts all fit, but the discussion is about the legality of it.  I suggest you look up some of the threads and make up your own mind.  On the TC Rifles forum they have a thread in the stickies at the top of the forum that may be a good place for you to start.

Welcome to this forum, and the wonderful world of TC.

Kieth gave you the Legal do and don't ,and I won't comment there are a lot of people and post with their own interpretation Look at the last 2 or 3 of this post http://www.gboreloaded.com/forums/index.php/topic,154467.30.html and you'll see it very different and this post of yours was not for that
But to your question as too what

The conversions are wide spread the Encore frame is capable of any rifle round you could imagine with (I think)
a limit of one or 2 extra large rounds if you go to EA browns or someone smiler on the net you Will be able too see
All the regular configurations the go too JD Jone and look at his line of wild cats
I think you'll be quit surprised how many configurations that little frame will handle

look at the classified here and also look into one of the sponsors here ED's Contenders he's good at finding what you want if he already doesn't have it
Welcome to GBO the best on the net especially if you are into contenders/encores

Physically possible to fit it to the frame YES.

Legal or not well that's a real can of worms for sure. BUT if you mean with a rifle stock in place then categorically NO if you are in the US. Doing so will get you a prison sentence if caught. Whether it's OK to use a rifle frame and handgun length barrel as a handgun is open to interpretation but in spite of what some folks assume todate there is no case law on the matter. I personally DO NOT do it.

T/C has two platforms (frames) one is the G2 and older contender and the second is the encore.
The G2 can not take they higher pressure rounds the encore can take most but not all the higher pressure rounds.

All the contender/ g2 barrels are interchangeable with a very few exceptions, all the encore barrels are interchangeable, but you can not put a contender barrel on an encore frame and you can not put an encore barrel on a contender frame.

The 243 you are talking about must be put on an encore platform.

If your frame is listed as a long gun then leave it that way. it is best to play it safe. it is true that there is no case of a person being convicted of putting a handgun barrel on a long gun frame, and I doubt that a  game warden or LEO would take the time to check if everything else was on the up and up. but I don't want to be the test case for that? do you?

One last thing before you  go out and buy a handgun barrel and hunt with it, check your state, county, town and even property to see what the regs are,  the regs can change from town to town and even some public lands wont let you hunt with a handgun.
