At what point did it start to seem OK in government: Somebody said "Hey! Why don't we just kill the old people!?" and there was a landslide of agreement.
It's kind of like the Watergate conspirators and how they started to agree with Liddy. "That's a great idea, Gordon! Let's get that unflattering campaign information using espionage!"
