novice question : whic kind of spotting scope more better?

I'm a birding fan and want to buy a spotting scope,
which kind of spotting scope under $250 more better made in Germany or Japan?

Meanwhile,
I also sell some our compact spotting scope to North America and Europe.
But I can't gather any end-user evaluation. I want know how much gap between ours and Germany or Japan only in technical parameter, so I will know how to improve our optics.
