That's how lead wire for swaging is packaged but who knows what the composition is?  With a few exceptions, swaging wire should be almost dead soft to protect the bleed holes of the core swage die.  Also, this wire would have to be unrolled, wiped down and pulled through a draw die since it looks pretty filthy.  You wouldn't want to put that stuff in your swage dies.  Shipping lead across the country can cost as much as the lead itself.

The trick to shipping lead is to use USPS Priority Mail flat rate boxes; regardless of how much it weighs, the cost is the same.
