Why no Handi pistols?

Why donÂ’t we have the stuff for a Handi pistol commercially availably like the Thompson guys have?  Is there a way we could make a pistol grip and a 15” barrel and go pistol hunting?  Or would this be a short barrel rifle since it came with a stock from the factory?
