tatham scout shot container 4oz.

I came across something interesting. Imagine a paper 3" 12 ga. hull with one end roll crimped with a card to close the end. The top end has a brass cap that is about 1/2" long and is lightly crimped to allow it to rotate while not coming off. It has an egg shaped hole in the side of the brass cap that when is rotated lines up with a hole in the paper hull. So shot can be dispensed. On the brass end cap it says, tatham scout,4 oz. shot,  and in the middle it has a larger US. Any thoughts on when this was made and what the story is behind it?
