i'm looking at puting a custom barrel on can i send the gun to someone or should i find a local gunsmith and order a barrel

You are allowed by law to ship a rifle or shotgun to a licenced gunsmith for repair or custom work. There are many custom barrel makers on-line with prices and info. Check E R Shaw, Douglas, Pac-Nor, Shilen, Hart, etc.
Shoot straight , shoot often.

Be careful.  Unless you ship the gun to a specific outfit like mentioned above, you need to be damn sure the smith you use PUTS ON what YOU paid for!!!  You pay for a Lilja, but get Adams and Bennett or something.  If you want the best job possible, you can certainly ship it to outfits like Lilja, Krieger, Douglas, Shaw, etc., or other well known smiths who will put on what you pay for.  I have had 2 Krieger barrels....wow...pretty amazing when you can take a custom built M1A with open sights at 100 yards and put shot after shot into a group the size of a nickel.  My varmint weight Lilja on a Rem 700 gets close to true benchrest groups.........a lot of this depends on the smith and his procedures.

the barrel that is on this gun shoots very poorly, the gun is only 4 years old , i've had nothing but problems with it when i bought it, the 2nd shot, the case got stuck in the gun factory ammo i had to  use a cleaning rod to get it out . i took the gun back they told me they couldn't give me a new one because i fired it so they sent it back to remington i got it back 2.5 months latter they said they honed the chamber and put a new extractor in the bolt then the fired cases would come out but it shoots like crap. i tried hand loads and factory. leopold vari x 3 2.5 - 8 with leo mounts and rings  the barrel is floated the action isn't bedded, but it should shoot better then 5 inch groups at 100yds. i'm just looking for a barrel that shoots . it has 250 -300 rounds threw it + - .
