You can't ship the powder. Loaded ammo is likely of less or no more value than the value of bullets and brass. I have a strict policy of never ever under any circumstance shooting ammo reloaded by anyone buy myself. Just seen too many bloopers and blowups in my days on shooting ranges.

Formed cases not marked .35 Whelen have little to no value. To me personally and not everyone will feel like me, the loaded ammo isn't worth the effort to pull the bullets and try to reuse especially the lead bullets. But then I hate pulling bullets.

Best guess on components, which is all I value the loaded ammo as, maybe $100-$150.

Rifle I'm sure no expert on valuation of sporterized military rifles. I personally just wouldn't buy one but realize many value them highly. Just best wild guessing it I'd say $500 to $550 on rifle and scope.

I sure wish I'd held onto my Remington 700 in .35 Whelen but didn't. I have about as much need for one as I do another hole in my head but still I wish I still had it. I've never  hunted anything that would require such a round and don't hunt anymore.

Hope that helps at least a little. I'm sure my opinion is worth about what you paid for it.

its probably a tough sale. like bill said the ammo is worth the brass and your looking at a real small buying group. i tried trading my wby vanguard 6.5x300wby at 4 shops up here and 3 wouldnt touch it and one offered 500 with a leupold 3x9 on it and the rifle was like new. i had over 300 into just the scope and had a 100 rounds loaded with 180 barnes x bullets. all 4 shops said they dont touch reloads . so not to make you feel bad but you made yourself a very personalized gun that your going to be lucky to get 500 bucks for if you can even find a buyer. best bet is give it to a grandkid or relative. i gave mine to my nephew from WY thats in the service stationed in alaska. figured he could actually use it. meant more to me than 500 bucks in my pocket and a sore back side!!
