Fortunately, folks from the libertarian "fringe" have been working to ensure anything like this gets nullified on Constitutional grounds. Specifically, any attempt to infringe our rights by going outside the reservation are really null-and-void due to the fact that it's Constitutionally illegal for these politicians to do so.
Of course, that hasn't stopped the politicians and bureaucrats in the past, but I think most of those jerks are more interested in their bread being buttered than any real philosophical cause.
The only simple way I can imagine disconnecting votes from the flow of gravy is to only allow net taxpayers to vote. That'd cause an uproar, but otherwise, there's no stopping the downhill slide due to folks voting for whoever shows 'em the biggest ladle.
