According to Madis,  it was made in 1921.

Hi, w30wcf!!
  I see from your reply to Greg P's post that you are a 30 WCF historian.  Would it be possible for you to tell me when my Win. Mod. 94 in .30 WCF, with serial number 4,9xx,xxx was made?  I just purchased the rifle yesterday and found this post/forum only today.  I placed this question in another area of the forum and got some helpf with a Web site, but no one mentioned the year of manufacture.
