Belding and Mull is a little known powder measure from the past that has been resurrected and produced again. An Ebay search for "belding mull" should show results. The latest Buffalo Arms advertisement also illustrates the Belding and Mull powder measure availability.
About any modern non-plastic, drum rotor type powder measure can be utilized to dispense powder if the hopper is either lined with metal or replaced with metal. Metal being copper or aluminum pipe/tube.
My personal black powder dispensing measure is an old cast iron, rotating drum, Hollywood, with micrometer adjustment. The plastic tube replaced by aluminum pipe and a rubber bung used as a cap. Works great, but has to be cleaned after use to preclude black powder residue from causing light rust buildup on the large cast iron drum. Humidity and black powder residue can and will greatly affect the rapid formation of minor rust. Obviously climate related. Home air conditioning and "swamp cooler" use during summer months here in New Mexico are my example.
To my knowledge there has never been a recorded incident of black powder igniting from static discharge while being used for loading/reloading of cartridges.
