That was my thought also. But then I remembered that nothing the government does is that simple, or cheap.
To keep things in perspective, a report I saw last night on the news demonstrated the efficiency of liberal government at its best. Seattle Washington decided many years ago that it needed to improve (replace) the bridge over Lake Washington. At the time, it was estimated that a new bridge would cost under $300 million. There were studies, planning, more studies, more planning and on and on. To date, more than $400 million have been spent and not one shovel full of dirt has been turned. The best estimate is that it will be 17 more years before a new bridge might happen and the cost will be in the billions.
