Shipping a frame.

Pardon my ignorance, but if I sell a frame on the classified board, would I have to ship it to someone's FFL holder or could I ship it directly to them?

You have to ship it TO an FFL.

Read the classified rules as it applies to firearms listed in the classified here, particularly the second red paragraph, the frame is the same as a firearm, it's the only part of a Handi that ATF laws apply to as far as transfer of ownership, internal parts or the barrel and stock may be shipped direct to a non-licensee.  ;)

All interstate transfers of firearms(the receiver) must go through a FFL.  Long guns can be transferred at a FFL in either party's state, all handguns must be transferred at a FFL in the receiving party's state.

If both parties are residents of the same state, and if that state doesn't prohibit it(only a very few do), it can be shipped to the receiving party directly.
