Does the hammer stay back when you cock the gun?
Does it click when you pull the trigger?
And the stupidest question of all, did the new bolt come with a firing pin installed?
More details will help get you more answers.

I'm no gunsmith but I did build up my 10-22 and everything was just bolt in and shoot.

I have done a slug of custom 10-22s, but never one in M2.  Be sure and let us know what you find.  I want to know.  That was going to be what happens to the next 10-22 I run in to.

I just replace the bolt handle Im still using my old bolt & firing  pin.The 17m2 barrel  comes with a heavy bolt handle to make the conversion work. The gun mechanics seem to work fine. just no bang. ???

barrel is not seated all the way, or the extractor is not centered in its groove. Has to be one of the two

Got it fixed  ;D  had to replace the firing pin and then it would fire but it wouldn't cycle. Had trigger set at 1 lb 8 oz redone trigger to 2 1/2 lbs now it shoots great. Thanks every one for your help.

I'm looking for a deal on a 10/22 for a future project myself so I am interested in learning all I can about them. For my info, what did the trigger pull weight have to do with the cycling of the action?

I think if there isn't enough back pressure on the trigger, the bolt moves so fast it will not reset when fired.
