RWS "C" Mount problem

I have a RWS 36 with the C mount. The problem that is occuring is the scope is rotating either right or left from vertical. No forward or backward movement has been detected. Any thoughts or ideas on stopping this.
Clamp screws are tight along with the other screws on the mount.

Rough up the inside of the rings with some sandpaper , apply some 3M trim adhesive or contact cement , install scope, tighten then let it set overnight. HTH

I had this happen years ago with a set of Weaver rings on a .300 Savage. I took two pieces of inner tube, put one on the bottom of the ring and the other on the top of the scope. Did this to both rings and cured the problem. Lawdog

Thanks guys for your solutions. I had thought about the sand paper but never gave a thought to the cement or adhesive. I do have a bicycle repair kit with the small patches that I'll try first. If it does'nt work than I'll glue it down.
