I've never had any luck with blank charges and black powder subs. They are by their very nature resistant to the dynamics of a good salute.
Pinnacle may be different.

my 2 cents worth... Powderinc's "skirmish powder" is the cheapest way to go . It is 1F grade... just about perfect for big bore blanks.
