Need Help! .17 Rem Encore

Hello All,
I ordered a Fox Ridge .17 Rem barrel for my encore. I have been trying to get the thing to shoot but have had no luck. As of right now the best I can do is around 2" 5 shoot groups at 100yds (some come in around 4"). I have reloaded for years but only for bolt action rifles and have never had a problem. I have floated the barrel, installed 1x over-size hinge pin and worked the trigger down to around 1.5# and a B&L 6-24x mounted. Does the encore require any special attention? I have loaded the bullets .040" to .005" from lands. I have used Hornady 20gr and 25gr with varget and IMR 4320 from 21-25 grains. One last question I have really never noticed that close but to the best of my knowledge most if not all of my guns have a right hand rifling. This barrel has a left hand rifling what if any impact will this have on a gun? Any help or advice would be appreciated?

You probably got hosed on the bbl..

If you read this group for a few weeks you'll be amazed at the number of bad barrels people send back, I've never heard of such  a thing with any other gun company. I guess the manyfacturrers are used to it, they seem to replace them. My contender carbine in .223 will shoot rings around my Encore. I'm thinking of dumping mine, because I hear more and more compaints around the gun store. If this keeps up these things won't bring a plug nickle on the market. There is a new .17 Remington 700 classic settting over at the gun shop for 30 bucks less than they want for an Encore. I guess they guys around here like to do all this dinking around, but your average guy expects a gun that shoots if he drops 550 bucks on it, a Savage 110 shoots better than these do out of the box.
